Depends on the length and type of hair you have.
If you have naturally wavy hair already, then I recommend a curl enhancing gel - rub it through your hair when wet, scrunch with your hands, and let it air dry. I've also heard that salt water (like Ocean water) will have the same "wavy effects" on hair - a less expensive way to go.
If you have straight hair, you can use a wide barrel curling iron. Working from the nape of your neck, curl 1 inch sections of hair at a time.
If you're like me and you don't want to spend the 30 minutes+ of curling time every morning, invest in some Velcro curlers (yes, the old fashioned kind). Twirl sections of wet hair around the barrels in the evenings after your shower, and sleep on them. Yes, sleep on them. The first few nights its a bit irritating, but you can and will get used to it. This will give you lovely, long lasting wave-like curls.
