meaning of low rbc and wbc on blood tests

Over the past two years the results of blood tests I've taken have consistently shown that my rbc and wbc are slightly on the low side ( i.e., a few points outside of the normal range.) My doctors have not paid attention to these indicators and I feel consistently tired and have no stamina. Can anyone shed light on what's going on. What does low rbc and wbc indicate?
