It could mean alot of different things, depending on how low and which types of WBCs are effected and if she has any other symptoms.
The most common cause would be a virus (in the last two years), bacterial infection and severe allergic reactions.
As a side effect, some medications lower WBCs - prednisone, antibiotics and diuretics.
Autoimmune diseases like Grave's disease (hyperthyroid), Celiac, Rheumatoid, and Lupus can cause low WBC, as can having any chronic illness - even chronic stress can lower WBC counts overtime.
