Question bone spur on right arm near elbow

I have recently had pain and discomfort in the right inner elbow. I noticed a lump that was painful to the touch. I had a doctor check it, do xrays and found it was a "bone spur". She did not seem concerned, but this was a bone spur that was not at the end of a bone, it is 3-4 inches above the joint, just growing out of the humorus. Anyone heard of anything like this and what causes it. I should say that I feel it does affect the use of my hand in that it feels like a funny bone being hit sometimes or there is a dull sensation in my two middle fingers.
