Excessive wiping after BM

I am 40M and for the last three years I have had this problem. There are times where I have to wipe 30 times after a BM. And even after that, I don't feel clean and can go back and wipe a few hours later (especially after exercising or moving around a lot) and still have remnants and then it burns and itches. I don't seem to have the problem if I can shower after a BM. With all the wiping, I get raw and feel like what I assume diaper rash feels like. I eat a high fiber diet, tried going off of milk products, and no change. Occasionally, I'll have a clean BM where there is little need of more than one or two wipes. I use baby wipes to help clean but this does not take care of the problem, wiping a few dozen times is the problem. When the problem first appeared, I had a colonoscopy which came back negative.
