Beginning of a rectal prolapse?

Hi,

I am 28/M. I have had a long history of constipation and straining for bowels, mostly related to irregular food habits and insufficient fluid intake. I've needed digital manipulation on occasion.

For some time now, the rectum is now coming close to the anal edge without going over, when defecating and it does retract afterwards.

All this leads to incomplete evacuation. The first big pellet goes fine but the second small pellet gets stuck

(1) Is this the beginning of a rectal prolapse ?
(2) Can it explain incomplete evacuation?
(3) It may be too early to do this, but can this extra protruding rectal tissue be cut off (just slightly shortening the rectum) instead of complicated resections ?
