Right frontal lobe subcortical white matter tiny chronic infarct

My Ct scan result shows - Right frontal lobe subcortical white matter tiny chronic infarct- what does it mean.
Iam aged 45 , diabetic for 18 years with HBP and peripheral neuropathy, proteinurea, hyperlipidemia etc on medication .
Now I have some blurring of vision mainly on left side. What does the CT report mean what is the remedy. Any other investigation requiored
