Does medication not working point towards a brain tumor?

Hi -
My 18-year old daughter has been having daily headaches (in the forehead) since August - we had her eyes checked in August shortly after they started (exam came out normal!), and then went next to her regular (family practice) doctor - she put her on a beta blocker called Propanolol - I believe she started on this the first part of September - anyway, it's taken every night, regardless if she has a headache or not - it doesn't seem to be working, and then a week and a half ago or so, she told me she was occasionally seeing black spots - we followed up with the doctor again, and she decided that we should have my daughter get an MRI . . .

that was done last Thursday, and I called Thursday afternoon and then again Friday because I was so anxious to get the results . . . finally Friday afternoon the medical asst called and said the report came back normal, but she still wanted us to follow-up with a neurologist to figure out why she's getting the headaches.

Fast forward to yesterday (Monday) I get a voice mail from the doctor to call her regarding my daughter's mri results - she said she spoke to a different radiologist on the team, and he said "normal" also, but that there was a small area on the MRI that he couldn't see very well, so now they want to do another MRI, but with contrast this time! (they put in an IV with dye so that if there are any suspicious areas they will be highlighted on the MRI) - I am a mess, and my poor daughter! She's working full-time and I know she's worried - it doesn't help to have a mom who has health anxiety!

The 2nd MRI I got scheduled for tomorrow morning - the doctor said she's concerned because the medicine should be working - I'm just wondering if that's a bad sign -

I also talked to a girl who works in radiology where the 1st MRI was done and she said it's not at all uncommon for someone to be called back for a 2nd MRI, but it's also not necessarily a bad thing - still can't help but worry - I think it sounds like they just want to be thorough, but I'm frustrated because they told me the guy who read the MRI intially on the 1st MRI has to be the one to read the MRI on the 2nd MRI test - I'm guessing he didn't look over it too well if the other guy saw a small area that wasn't very clear?! I think I'm going to demand that another guy looks over it also!

Any thoughts would be great!
