Question Deep Leg Laceration

Hello All,
On June 26th, 2010, I had an injury while wake-boarding / jet skiing. One thing led to another and the rope got caught on my leg above the ankle and below the calf. Jet Ski yanked the rope and it peeled the flesh from one side of the ankle and it was very deep. I could see the veins and fatty tissue. I ended up in emergency room. No bones where broken, no tendons or veins torn. Doctor just gave me 8 stitches and sent me home on pain killers and antibiotics. My question is, it's been 4 weeks now, wound is still a little swollen, cut has scabbed over but I am unable to have full mobility. Ankle is stiff and I can't bend foot upwards so walking forward is tough. Is this normal? I've seen doctor to doctor, they keep referring me one to another. I'm seeing another orthopedic tomorrow to ask him why it's swollen, why it's stiff, will it require surgery to return to normal movement but any expert advice here would be greatly appreciated.
