I've also never heard of a local anesthesia being given for a cervical biopsy. It seems to me that the injection would hurt more and longer than the biopsy itself.
What I have found that works great though is coughing at the exact moment the biopsy is taken. My gyn always has me do this (I've had four biopsies) and I've never felt a thing. However, if you do this, be sure to tell your doctor what you're planning to do so they'll be prepared.

I never felt either the injection or the biopsy
I did need to go on and have a cold knife cone biopsy that did require general anesthesia, (day surgery).
