Yes, it could be tissue that is a result of the sewing up of that end of the colon. You don't say where in the colon the colostomy is. The further away from the rectum the more common it will be for mucous to continue to be expelled.
However!!!!!!!!!! The doctor should be consulted and asked about this AND if your father develops new pain, tenderness in the abdomen, a fever, or passes more blood he should get to the doctor with haste. I understand his aversion to being opened up again but if the alternative is worse then ,,,,,,,,,
