what does fluid on the lungs means

My husband grandmother was re-admitted to the hospital after having kidney failure and a heart surgery; the doctors now states she had fluid on her lungs and there is nothing they can do. Is this the final end for her and they can do absolutely nothing, she is 86 yrs old?
