Bronchoscopy and PET Scan negative

My mother had an Xray before a test and they found a "Significant mass" in her upper right lobe. She has had a bronchoscopy, which was ngeative except for signs of infection. She had a PET scan which also was negative. Her pulmonologist wants to do a needle biopsy because he is either being really cautious or still thinks it is cancer. My mom smoked for 45 years and quit 6 years ago after a triple bypass. She has COPD that her pulmonologist says will probably never get worse than a mild case. In the last year, her lung function has improved. She has no symptoms outside her normal slight cough. As she says..."if I felt any better i'd be dead". Has anyone ever experienced this? Can a bronchoscopy and PET scan both be negative and it still be lung cancer?
