Both myself and another family member have had radiation therapy for cancer. Neither one of us was told we'd be "toxic", and I have never heard that term used (or that advice given) for anyone who's had normal radiation therapy.
On the other hand, if he's being treated with radioactive isotopes or radioactive iodine, then this advice would apply.
So I guess you need to find out exactly what type of radiation treatment he'll be having. And even with radioactive isotopes or iodine, I think you just need to minimize close contact, such as long hugs, sitting very close, etc.
