A cyst is fluid-filled, as opposed to tumors, which are solid. Cysts are almost always non-malignant, although occasionally they can turn into a malignant tumor, but it's not common.
Tumors can also be benign, but since more tumors turn out to be cancerous than cysts, tumors always need to be thoroughly checked out asap.
