Question Help! Twins with varying degrees CP

Hello all
I have 21 yr old sons both of which have CP. They were in a group home for 7 yrs and when 18 I had them moved closer to home.
4 yrs later my son, Layton with moderate to severe cp, has progressed, however my son, Landon with mild to moderate cp, has progressed but recently has regressed. Layton needs more hands on than Landon, so he is feeling left out and has all but stopped talking. He mumbles a lot. Would getting Landon out without his brother help him?
The day program they are involved in doesn't take them out into the community as I was lead to believe.
Experiences, Thoughts, comments, or/and suggestions much needed.
