I'm not a medical professional, but my guess would be an infection.
I would definitely have this checked out soon. Usually drainage out of the ear of any kind is not good.

It is NEVER normal for a child to have green drainage from an ear. Green discharge indicates a middle-ear infection. If this is present "all the time," then the infection is clearly chronic.
You don't say how old your child is, but I'll bet he/she is in a great deal of pain. My youngest daughter had chronic ear infections from almost day one. She was taking almost as much amoxicillin as baby formula. When she was 5 yrs. old the doctor finally surgically implanted tubes into her ears because of these infections. She is now 21, and I think that she may have had only one ear infection since then.
