Bonding and filling is indeed the way to go I think, of course its hard to say without not seeing the tooth. If it looks noticable, the older she gets the more likely it is she will notice it too. Fortunately the front tops are usually the first to go, so she won't have it for long. I would find a second opinion from another pediatric denist if possible. But I know as young as she is, they are going to try to put off work on it... If I were you, when they did the work I would certainly make sure they use some sort of sedative for her - no point in making it very stressful on her...
