When they do this they run the risk of damaging the nerve of the tooth so they often recommend that a root canal be done before a permanent crown is cemented on. Although most crowns can last a very long time there is always the chance it will pop off when chewing something hard or some food or plaque will develop underneath and cause an infection. So crowns are useful when most of the tooth structure has already been lost or damaged or the tooth is at risk for being lost. If the chip is that small and this is an issue of aethetics or cosmetic reasons, go with the option that does the least amount of damage to the tooth itself. Its not worth it to risk damaging the health of a tooth just to make it look like another.
