If the Liverpool Hospital dental department admits to not having a good success rate with apicoectomies- it is an indication that they are not skilled at it. Look for some other place to have an apico done, if you may require one.
And yes- and apico requires access through the gingiva and then through the bone so that a chronic infection of tissue at the root apex can be removed. It is a simple procedure actually. And if done with a reasonable amount of care they all should be 100% successful. They are not so hard to do and have them be successful. there is no reason that I can think of for a large failure rate. It just makes no sense.
