occasionally an infection develops inside the gum, it is actually up in the tooth space so your friend definitely needs to see a dentist. A short course of antibiotics will get rid of it. However, up inside there is probably a cavity that is causing it. So tell him to be prepared to have xrays done. Once the cavity is fixed, the infection usually goes away and sometimes antibiotics are not needed.
Now, if he smokes or uses chewing tobacco it may be some pre-cancerous cells. Usually these are flat and directly on the skin, not underneath producing a 'bump'. Interested to find out what it is so, keep us posted!
