They are not both SSRI's.
Paxil is an SSRI -- selective serotonin reuptake inhibitor
Effexor is an SNRI -- serotonin norepinephrine reuptake inhibitor
Effexor was not stimulating for me -- in fact it was the exact opposite.
The problem is these drugs all work differently on different people -- so asking which one is more stimulating is really not a question that you can get an accurate response to. You should really be talking to a doctor.
