Since your son is not taking any medication for diabetes and no insulin, the possibility of a low is very remote. The 3.7 is a bit on the low side alright, but I tend not to treat the low until it is about 3.4 or less.
I would still stay with the high protein and minimize the carbs until you can get in for the OGTT - again don't settle for a simple fasting test. This does not mean zero carbs. There are some carbs that are easier on you than the ones in bread (bread is about the worst). An artificially sweetened yogurt, whole grapefruit, and slow cooking oatmeal (in moderate servings) are some foods that are kinder to the BG. Cooked beans are pretty good as well.
