It not only depends on when you are testing, it also depends on whether or not you're diabetic and whether or not you're on insulin. The parameters are slightly different for us diabetics on insulin, mainly to help avoid severe lows.
The Joslin Diabetes Center put out the following information. Even though it was published in 2001, I don't think the standards have changed all that much.
Before breakfast (fasting) Less than 100 for non-diabetics; 90-130 for diabetics.
Before lunch, supper and snacks: Less than 110 for non-diabetics; 90-130 for diabetics.
Two hours AFTER meals: Less than 140 for non-diabetics (and theirs will usually be considerably lower); less than 160 for diabetics.
Bedtime: Less than 120 for non-diabetics; 110-150 for diabetics.
HbA1c or A1c: Less than 6% for non-diabetics (a non-diabetic will actually typically be between 4.5-5.5); less than 7% for diabetics.
