It is absolutely possible for your body that gets used to high intake levels of sugar to FEEL hypoglycemic or to get hypo episodes, if you don't maintain those levels of sugar. If your blood glucose levels are high, it's dangerous to maintain them at those levels, though.
If your blood glucose levels are high (diabetic), you may FEEL hypoglycemic even when your levels are normal. But you may also get hypoglycemic episodes when your levels really go below normal. That has to do with the quantity and availability of the insulin your pancreas produces. Sorry, can't go into more details for fear of confusing both you and myself. I'm still learning...
Sorry, I have no answer for your second question. But unless you mean taking natural sugars for fixing an episode of hypoglycemia, I'd advise against using any kind of sugars until you find out your glucose levels. And if you take any sugar to fix hypo, make sure you eat at least some protein after that, or else you put yourself at a risk of another hypo.
