The time isnt so important as its relation to when you go to bed (assumuing you are asking this question in relation to losing or maintaining weight). It is advisable to avoid carbs 3 to 4 hours before bed because your body cannot really use them. It will most likely go primarily into storage (fat) and hinder your efforts. Morning and mid day are the best times to have more carbs, as you are awake and moving all day, so you have a chance to burn them. I'm not saying "avoid them at night altogether".... what I'm saying is that some veggies or a piece of bread with dinner is ok, but I would avoid a lot of carbs like desserts, chips, crackers, cereals or breads before bed.
