14% body fat is EXTREMELY low for a female, usually only professional athletes can achieve that. The average for women is around 22%. How did you measure it?
So, I have to think that losing 10 pounds cannot be healthy for you. And even if you try you will find it very difficult because your body will want to stay healthy.
It sounds to me like you just have a boyish shaped body - no waist and small hips. And no amount of weight loss will change that.
But as you grow older your hips may get wider and this will help to make your waist look smaller.
