The correct version of #1 is that you will gain a pound of fat if you eat 3500 calories more than you burn off, no matter WHAT the time frame. THus if you eat 1500 and burn 1400 that will add 100 calorie surplus or 1/35 of a pound...less than a half ounce. If you do this for 35 days, THEN you will gain the pound.
For #2...NOBODY who eats 1200 calories will gain weight because most of us use more than that just staying alive: breathing, keeping the body warm, keeping the blood circulating and the brain functioniing.
