Vinegar, as far as I know, is all about the acid content. It contains acid. I seem to remember that one supposed health benefit is that it slows down the digestion of simple (processed) starches (to keep blood sugar from rising sharply). However, in my opinion, it's better not to eat those processed carbohydrates (simple starches) in the first place. Then you don't have to put acid in your stomach, which I believe may be harmful to some people.
