As far as I know, no one really knows what the special k diet consists of, other than special k. It's a "diet" that's promoted by the company that makes it, so they might be somewhat biased. They have a vested interest. The more people who believe it's a real bonified diet plan, the more of their product they will sell.
I think the idea behind it is to limit portions (small servings). Based on that, any product could be a "diet". You could have the shredded wheat diet, for example, or the whole grain bread diet.
It's based on the fact that starches are highly appealing to 99% of overweight people.
