You are still building muscle on your rest day so I don't see any need to make big changes on that day.
Having said that, 60 minutes of running per day seems excessive to me, unless you do it because you like running. Although, if you're addicted to lots of starches you might need that much exercise. If you want to cut back on the running, all you need to do is cut back on the higher calorie foods, like starches and sugar etc.. You basically have to experiment with different levels while keeping track of your weight.
Yes, I would recommend scaling back your exercise gradually and do the same with the higher calorie foods, like fats and starches. When you do this, add more fresh fruit and vegetables.
