It definitely sounds like visual vertigo. Visual vertigo is a symptom, not a diagnosis. So it is important to find out the cause of the visual vertigo. Visual vertigo is most likely caused by either a vestibular or central problem.
The ideal place to visit would be a balance clinic. They are usually staffed with Otologists/Neurotologists and they will be able to recommend you to a Neurologist if they suspect a central disorder. What type of health insurance do you have?
