Refusing to eat table food.

I am confused and frustrated. I have worked with disabled for 12 yrs and i am stumped. I work with a 4 yr old boy with downs and up until a month ago his parents have bottle fed him and fed him only baby food. I am beside myself because i have never seen a child this delayed about eating with only having downs. I know he can swallow i know he can chew but he would rather spit out table food. I know one parent is trying to be progressive but the other always gives in and he gets bottle and baby food. Will he lose ability to chew??
