He could very well have Down syndrome. The symptoms vary widely.
He could also have a rare version of Down syndrome, such as mosaicism, where only some of the cells in his body have the extra chromosome.
He could also have some other genetic condition. Sometimes they have similar symptoms. Doesn't sound likely with those particular signs though.
