Unfortunately, if it's been 2 years with no improvement, they may never come back.
The olfactory nerves are very fragile, sensitive structures that can be damaged during sinus surgery, and that damage isn't reversible. Having said that, it's worth a trip to an ENT - maybe someone other than the doctor who performed your surgery - to have a doctor look for other potential causes of your anosmia. It could be inflammation or scar tissue that might be treatable.
