Type 1 Diabetes ( low sugar despite not on Insulin )

I am writing on behalf of my sister , she is suffering from Type 1 diabetic patient and suffering from very critical stage , we are interested to seek guidancce on the following :

I wuld highly appreciate if you can help in guide us to move forward.
In few lines the brief history of my young sister , details are as follows:

∑ She is 17 years old
∑ She cannot hear since her birth
∑ We got her cochlear plantation @ age 7 (2001)
∑ She got Type 1 Diabetes @ age 9 (2003), her sugar was more than 600 when we got it diagnosed.
∑ She was going fine till last year and we were using Lantus around 6 units in morning, 4 in lunch and 4 @ dinner
∑ Then she started having Hypoglacemia condition (sugar lower than 50 in nights), we reduced the Insulin intake. Drís are more focused on Diabetes and suggested all other problems will be fine if her sugar is in control but with the passage of time the problem got worse. As of now she hits sugar level lower than 50 after every 3 hoursat least 2 to 3 times a day because we check with Glucometer at home after every 3 hours without using INSULIN.
∑ Real problem is that in C- Peptide test shows that Pancreas is not working but she got the Insulin in her body. Doctors say that that we are giving her INSULIN otherwise, scientifically it is not possible to have Insulin from some other organ where as we are not using Insulin from last 6 months except for few occasions when her Sugar goes high. Moreover they also ruled out INSULMINA after reviewing CT Scan reports.
∑ In night we give her 2 -3 tables spoon of Glucose after every 2 hours to keep her Sugar level up or take her hospital to have direct Sugar in Veins to raise the levels.
∑ We also had CT SCAN of abdomen to check for pancreas tumor but it was not there.
Please guide what measures can be taken to give her healthy life.

THE WHOLE PROBLEM IS THAT SHE HAS BEEN OFF INSULIN SINCE 6 MONTHS BUT STILL HER SUGAR LEVEL DOES NOT GO UP. WHERE AS REPORTS OF C PEPTIDE SHOWS THERE IS NO INSULIN MADE BY PANCREAS, INSULIN LEVEL SHOWS THERE IS 27.1 LEVEL OF INSULIN IN BODY AND HB1AC SHOWS THAT ITS HIGH AND WE SAY THAT HER SUGAR IS BELOW 50 AFTER EVERY 2 HOURS!
