Why do I have to see a doctor to get a presciption all the time?

In the US the Dr gives a prescription & it says 'can be refilled __ times'. Also, my insurance company insists the family goes to this one place online, to order our meds. They are not generick, it's what the Dr says. Anyway...I send my prescription to them & a bit before I need it refilled I go online & order more. (But often when I see my neuro he asks if I need a new prescription.
