It's not necessarily the exercise itself that does or doesn't create hypertrophy. No matter what exercise you're doing, you will build muscle only if you overload the muscle.
If you're performing squats for the purpose of targeting your gluts, you can do two things. First, deep squats (hamstrings at least parallel to the floor) will recruit more gluts than the shallower squats you might see alot of folks do. Second, you can widen your stance and turn your toes slightly outward, creating a pose similar to that of a sumo wrestler at the bottom of the exercise.
With all that being said, it will be difficult to overload your gluts without doing the same to your quads.
