True, you cant just spot reduce. You can lift with weights to burn off the fat overall and make your arms looked more "toned".
You will not get "bulked up" like the guys if you do resistance lifting but you will get more "toned" when doing this with a good clean diet. When I first started out lifting nearly 2 years ago, I had 16 inch upper arms with the fat stored there and lost nearly 3 inches since. They have become more "toned" looking and slenderer. My sagging "batwings" ( I was 245 when I started) have shrunk quite abit and are nearly gone.
Just keep eating 5-6 smaller meals through the day. Up your protein, lower the carbs and keep the healthy fats. Drink plenty of water and cut any sugar. Lift moderately heavy weights on a three day split (3-4 sets of 10 reps with a minute rest inbetween) with some cardio in between. This will help keep your metabolism up and burn the fat.
