Better for what? There really is no single "best" routine, but using varaitions are good for preventing plateaus. Depending on where "failure" is (rep 4 or rep 20 will make a difference) you may just want to add weight, but either way will work for strength/ mass gains if lifting heavy enough. You can go to failure, but you don't have to.
