You could do 20-30 minutes, 5 times a week on the treadmill - aiming to run at at least 6mph, you could use your matt for a multitude of cardio exercises, the weight can be used for flies, curls, shoulder presses.
I got into really good shape working out at home and I didn't even have a treadmill, just reebox step and the workout video, a couple of 5 and 10 pound weights and lots of floor, ab exercises and of course, LOTS OF SWEAT AND EFFORT!!
But, you must also consider your diet. You'll NEVER be toned unless your weight is at a level where there is little enough fat that the muscles show throught the skin.
