Shoulds the Abs be worked?

I realize that as of present the reason I do not have visible abs is b/c of my body fat percentage and have been taking steps towards lowering body fat %.

So my question is, when I reach that magic body fat % and my abs peek through, will doing abdomenal excercises have any impact on how they look.

Secondly, can excercising your obliques have any impact on your appearance, if so what?
