Well, first off why dont you be working out for three weeks? If your just not going to workout then thats not the best idea. But your probally going on vacation or something. But to answer your question, it depends on the person. You WONT loose the muscle you gained in that place. But the next time you do work on it, it might be sore. But if you are going on vacation, there are still many things you can do. Try doing some situps, pushups, walk, (hotels have gyms). There crappy but they work. Good luck!!!
