She needs to literally lose muscle mass in order to do that. It starts with diet, keeping a calorie deficit for a while (as though working toward fat loss). Continue weight training, but work lighter with legs, keeping the focus on upper body. For a while, even staying with just cardio for legs is okay too. If there is less stress on the leg muscles (weight training) the body will be more likely to catabolize some of the muscle mass in the legs under the calorie deficit. This is kind of hard to do and she will probably lose muscle everywhere else to some extent, so she has to decide if it's worth it.
And for the record, all muscles swell when they are worked. They are filled with blood supplying them with the oxygen they need, but the swell usually declines shortly after.
