You canít spot reduce an area of your body. What you need to do is increase lean muscle and decrease your body fat ratio. A Good beginners 3 day a week strength training program and 2 times a week cardio would help. But treat you body as a whole, not just one exercise. As if you strengthen your arms and shoulders this will mean you can lift and perform more chest exercises and hence will get faster results. When it comes to building lean muscle everything is interconnected and this is the fastest and best way to gain lean muscle and get rid of fat, not matter which area of your body.
So look at a program that works the arms,back chest legs and abs.
