Very tight sensation/burning in legs while running

I have been having this pain in my lower legs while running for about the past year and I cannot figure it out. I am a pretty slow runner (10-11 min miles) and have been running short distances (2 miles or less) so I know it isn't overexertion. After about 3-4 minutes of jogging, the muscles running down the outside/front of my lower legs from the knee to my foot get extremely tight and start to burn - its hard to describe....its just mostly a really tight feeling. I stretch before running and every 5 mins or so, but it doesn't really help. It gets so tight I have to stop and it hurts to even walk, but then 20 mins later there is no pain/tightness anymore.
I have wondered if I am experiencing shin splints, but I have tried all the stretches and reduced my speed/distance like they suggest if that's the case and it hasn't helped. Does anyone know what might be causing this and what I can do to get rid of it?

It does sound like shin splints and you might have to look at your shoes. Bad or old shoes can cause shin splints if everything else is in check. Try a pair with good soles made for running or cross training. They don't have to be outrageously expensive to be very good. I have never spent more than 40 bucks on my best pair of running shoes.
