Some people hold their weight more then others in certain areas. Since you lost alot of weight the skin may have collected and sagged downwards. Each person seems to have a "problem" area this might be yours so it might be a little tougher to get to where u want to be
Your waist may be quite small thus making your lower abs look a little bigger then they should. Sounds like you are on track with your cardio and workouts. Keep your heart rate at 60-75% maximum heart rate, closer to 75% if u really want to trim down although u may lose muscle.
Cardio first thing in the morning is quite popular give this a try if yu arent doing it already. Your diet is probably good but the only way to perfect it so to speak is to literally weigh everything so you know the exact calories/protein/fat of each meal. Make adjustments based on your results / intake.
