It actually may be there permanently. Everyone is different in where they store fat and everyone stores at least some fat, somewhere. If you are predisposed to storing some of your fat in inner thighs, that's where it will most likely stay unless you lose quite a bit of weight. The weight will come off many parts of you and at least some will be from inner thighs.
Weight training will not do much for getting rid of flabby inner thighs because flabby inner thighs are usually flabby due to the fat located there. I would venture to guess that, since you are not new to working out, the flabby thighs are not flabby because of untoned muscle but due to fat. It is your choice: lose fat everywhere and hopefully some will come off the thighs or just live with this and be happy that you are in otherwise great shape. Let's learn to accept our bodies and their limitations and not obssess about every detail we see as "imperfection". I am sure no one notices this "flabbiness" as much as you do.
