Traditionally, the way about getting fit is build muscle first than lose fat. But in your scenerio, based on what it seems you're looking for, I would suggest that you lose fat first.
Now, you say you have no money for a gym, drugs, etc. That is perfectly fine. You will eventually have the motivation to save up for a gym membership once you enjoy the rewards of a healthy lifestyle. But in the meantime, there are many things you can do to shape up.
For starters, jump rope. It is one of the best cardio excercises you'll ever come across; better than running on a high-tech 3 thousand dollar treadmill. And a jump rope costs less than 15 dollars. There is a misconception that jumping rope is for kids, and therefor easy. A misconception indeed. Jumping rope, as you will see is a great way to get your heart rate going and your pores sweating. The key is to keep going. Jump rope until you are breathing extremely heavily, and you will see great results. Remember, it's not excercise if it's easy. After a good session of jumping rope, get on the ground and do crunches, situps, etc. If you need some stomach excercises, let me know. If you can jump rope everyday, and work your stomach every other or every 3 days, you will not be disappointed. Needless to say, you need to complement your excercise with a healthy diet. Good luck.
