Naxis took the words right out of my mouth. Having bigger traps will make your neck look less smaller and will develop them somewhat. Some gyms have neck machines, but I've only seen a few that do which tells me they are not too popular or effective. I remember an apparatus where one would put on some kind of mask with a rope attached that had weight on the end and flinched your head up and down to work the neck muscles. But, I personally think this is too dangerous. You don't want a pinched nerve in your neck.
I really believe shrugs are the best trap exercise, better than upright rows. Upright rows are difficult to do because you really need strict form and most guys up end lifting the weight with their arms rather than their shoulders. That's why trap muscles are so hard to develop. With shrugs, the form is easy because the range of motion is not that great. When I do traps, I blast them doing more reps than any other exercise I do. You can do shrugs with dumbells, barbell, Smith Machine, Camby bar, or my favorite, on a Hammer Strength machine. Just the other day, I maxed out at 380 LB, and probably could have topped 400 LB. Over the years, my shirt size has gone from 15 1/2 to 17 1/2.
